It does not mean that your skin is not getting rolled off, just that the dead skin flakes are so tiny that they get trapped in the mitten. That why it is super important to rinse it really well after use.

If you have loose skin issues on your face, you might want to use a few times a week under the running water to massage your skin. Wet skin, wet mitten.
